For Gérard Larcher, the health bill will have to be “amended” when it passes through the Senate

The Senate intends to make its contribution to the bill establishing the vaccine pass, warned its president, Gérard Larcher, Friday, January 7. “I would like the Senate to vote on this amended text”, announces Mr. Larcher in an interview with Figaro by evoking in particular the need for a clause providing for the end of the system, a debate on identity checks and the estimation of positions requiring a switch to telework.

After more than three days of tense debates, punctuated by suspensions in the National Assembly, the examination in the Senate of the text strengthening the tools for managing the health crisis has been postponed until next week, compromising the entry into force of the law to January 15. The bill will be examined in committee on Monday, January 10 in the afternoon and its examination in the Hemicycle, which should have started on Thursday, is now scheduled from Tuesday 11, in the afternoon and until Wednesday evening.

A delay due to “Failures of the presidential majority in the National Assembly”, believes Gérard Larcher in Le Figaro. “The Senate regains control of the calendar”, had declared, the leader of the senators Les Républicains, Bruno Retailleau, on the last day of debates between deputies, considering it necessary, in “A hysterical climate”, from “Put the game down”.

Probable joint parity committee

According to the President of the Senate, the two rapporteurs Les Républicains du texte au Palais du Luxembourg, Philippe Bas (Vendée) and Chantal Deseyne (Eure-et-Loir), are planning debates on a text different from that adopted by the National Assembly on several points. While the end of the obligation of a vaccination pass coincides for the moment with the end of the state of health emergency (on July 31), the senators could consider “That the vaccination pass falls automatically when a certain number of conditions are met, for example on the level of hospitalizations or the circulation of the virus”, detailed Gérard Larcher.

As in the National Assembly, “The question of identity control will be debated”, assures Mr. Larcher. The text provides, in all places where the pass is established, that officials and organizers – and no longer only the police – can verify the identity of the holder of the pass, to fight against forgery, which many deputies contested during the first debates. Finally, “Give the labor inspectorate the assessment of a job teleworkable is inappropriate ”, believes Gérard Larcher in Le Figaro.

Once the text has been adopted by the Senate, with modifications, it will still be necessary for deputies and senators to find an agreement on a common version, in a joint committee (CMP), then for this version to be voted on for the last time by the two chambers. If the CMP failed, the deadline would be further extended: the bill would be read again in both chambers, before the Assembly had the last word.
